NYT Called This a War Crime?

Israel managed to intercept Hezbollah's communications and deal a significant blow to their operations. Yet now, Israel is accused of committing a "war crime" for targeting terrorists via their pagers. The argument? The terrorists weren’t actively committing an attack at that moment. That’s as absurd as saying it would have been wrong to kill Hitler because he happened to be eating lunch at the time.
